COVID-19 Emergency Relief Fund – Telefilm Allocation – Phase 1 and 2

On September 17, the Government of Canada announced its Phase 2 COVID-19 Emergency Support Fund administered by the Canada Media Fund, in collaboration with Telefilm Canada. A total of $19,000,000 are being made available through an Audiovisual Allocation. Both film and television producers that did not receive Phase 1 funding reserved for the cultural, heritage or sports sectors and who meet the eligibility criteria may apply for funding here

Applications will open on Monday, September 21 and will close on October 16, 2020.

Eligible applicants may receive between $5,000 – $100,000, determined through a formula-based approach.

Overview of the program

The COVID-19 Emergency Support Fund for Cultural, Heritage and Sport Organizations announced by the Prime Minister on April 17, 2020 is an additional temporary relief measure created to help alleviate the financial pressures faced by cultural, heritage and sport organizations due to the COVID-19 pandemic. The objectives of the Emergency Support Fund are to maintain jobs and support business continuity for organizations that have been negatively impacted by the COVID-19 pandemic. The Emergency Support Fund complements other measures by the Government of Canada to help Canadian workers and employers impacted by the COVID-19 pandemic.

On May 8, 2020, the Government of Canada announced that a two-phase approach would be used for the Emergency Support Fund and that Telefilm Canada would distribute, during the first phase, $27 million of the $500 million Emergency Support Fund. These funds have since been allocated and disbursed to eligible Telefilm clients, the whole in accordance with the terms set forth in the Telefilm Relief Fund phase 1 guidelines.

On July 7, 2020, the Government of Canada unveiled the final components of the second and last phase of the Emergency Support Fund, including namely an additional investment of $1,755,000 to be distributed by Telefilm for movie theatres that show Canadian films as well as an investment of $1,000,000 to be distributed by Telefilm for audiovisual training and development partners. These new investments aim to fill some remaining gaps from Phase 1 by providing relief to organizations that were not eligible for the Emergency Support Fund.

The COVID-19 Emergency Relief Fund Phase 2 Guidelines  for Movie theatre program are now available.

Applications must be submitted online.

IMPORTANT: the Applicant must have an authorized Dialogue account administrator in order to proceed with the contract. If you do not have an authorized administrator of your Dialogue account, please initiate the authorization process in the platform as soon as possible after submitting your funding request.

The COVID-19 Emergency Relief Fund Phase 2 for Audiovisual training and development program and Movie theatre program  will not accept applications after Midnight EST on September 4, 2020.

Please note that allocations to the funding from these programs are done on a first come, first serve basis. Please apply at your earliest convenience as the program may close earlier than scheduled if all available funds have been distributed.
