Media<\/strong><\/p>\n\n\n\n

A film, television, and\/or video work on any production support known or not yet known for any distribution platform intended for viewing.<\/p>\n\n\n\n

Minimum Financial Contribution by Producers <\/strong>\u2013 see Annex Article 2<\/p>\n\n\n\n

Bipartite:  15%<\/p>\n\n\n\n

Multipartite:  10%<\/p>\n\n\n\n

Nationality of Participants<\/strong> \u2013 see Article 5 & Annex Article 3<\/p>\n\n\n\n

One key position may be filled by a national from a country other than Canada or Luxembourg.<\/p>\n\n\n\n

In the case of a high-budget work, the administrative authorities may, by mutual written consent, allow a second national from a country other than Canada or Luxembourg to fill one of the key positions.<\/p>\n\n\n\n

Proportionality<\/strong> \u2013 see Article 4 and 7<\/p>\n\n\n\n

The share of work expenditures spent on Canadian elements shall be in reasonable proportion to the Canadian financial participation.  The share of work expenditures spent on Luxembourg elements shall be in reasonable proportion to the Luxembourg financial participation.<\/p>\n\n\n\n

The Parties, through the mutual written consent of their respective administrative authorities, may grant exemptions from paragraphs 1 and 2, notably for storyline and creative purposes.<\/p>\n\n\n\n

Proportional to each producer\u2019s financial contribution, and no less than the minimum financial contribution.<\/p>\n\n\n\n

Distribution<\/strong> \u2013 see Article 8<\/p>\n\n\n\n

Demonstration of the existence of a distribution or broadcasting commitment for the work in Canada and Luxembourg.<\/p>\n\n\n\n

Key Positions<\/strong> \u2013 see Annex Article 1<\/p>\n\n\n\n

The eight Key Positions are defined for animation, documentary and fiction works.<\/p>\n\n\n\n

For types of work other than those described above, such as non-linear digital works, the positions to be included in key positions will be determined by mutual written consent of the administrative authorities.<\/p>\n\n\n\n

Location and Technical Services<\/strong> \u2013 see Annex Article 4<\/p>\n\n\n\n

A work will be coproduced in the coproducing States.<\/p>\n\n\n\n

The administrative authorities may, by mutual written consent:<\/p>\n\n\n\n

    \n
  • allow a work to be coproduced in a country other than the coproducing States for storyline and\/or creative reasons.<\/li>\n\n\n\n
  • allow technical services to be provided in one or more countries other than the coproducing States provided that producers demonstrate the non availability of those services in any of the coproducing States, and provided that the value of such services does not exceed twenty-five (25) percent of the total production budget of the work<\/li>\n<\/ul>\n\n\n\n

    Dubbing <\/strong>\u2013 see Annex Article 5<\/p>\n\n\n\n

    All dubbing services of a work, in English, French, German and Luxembourgish, will be performed in Canada or Luxembourg.<\/p>\n\n\n\n

    Where a producer can reasonably demonstrate that the dubbing capacity does not exist in Canada or Luxembourg, the administrative authorities may, by mutual written consent, allow the dubbing to be performed elsewhere.<\/p>\n<\/div>\n<\/div>\n\n\n\n
