Animated Television Series (in development)

The Société de développement des entreprises culturelles (SODEC), Telefilm Canada and the Canada Media Fund are proud to be partnering with Cartoon Forum 2026, which will run from September 14 to 17 in Toulouse, France. Created in 1988, Cartoon Forum is a coproduction and funding forum for animated TV series projects.

Producers will have the opportunity to present their project to all potential funding partners participating in the event and to develop their network of contacts by meeting European producers, broadcasters and investors.

Quebec and Canadian animation expertise will be in the spotlight at Cartoon Forum 2026. In addition to the presence of Quebec and Canadian delegations at the event, registered producers will benefit from enhanced visibility for showcasing their creative talent and for building bridges with their European counterparts.

Under this partnership, SODEC, Telefilm Canada, the Canada Media Fund and Cartoon Forum are pleased to offer the opportunity to attend Cartoon Forum 2026 to a total of six Canadian and Quebec producers. They will be able to present their animated series project in development at a pitch session tailored specifically to creators from Quebec and the rest of Canada.     


DETAILS OF OFFER
  • 10-minute pitch presentation at a pitch session for projects from Quebec and Canada that are in the development phase, with a view to signing agreements with funding partners, coproducers and broadcasters. Each presentation must explain its concrete needs for coproduction with Europe.
  • Participating in a matchmaking activity with European professionals.
  • One (1) free accreditation per selected project and access to all market activities, which includes a number of networking activities to build synergies with the European market. 
  • Access to the on-site Québec-Canada Corner.
  • One (1) travel grant to cover a portion of the travel and accommodation expenses.*
  • Individual pitch preparation and presentation sessions with an expert designated by the Cartoon Forum team.

* The participant is responsible for arranging his or her own travel and accommodations.


OBJECTIVES
  • To sign coproduction agreements with European companies.
  • To develop relations with European producers and broadcasters.
  • To develop synergies between Quebec-Canada and Europe.
  • To position the expertise of Quebec and Canada in animated series.

SELECTION CRITERIA
  • Have an animated series project or a special and unique television show that is in the development phase in English or French:
    • Does not need to have its funding secured or to have begun production.
  • The cumulative run time for all episodes in the series or the total run time for the special television show must be at least 24 minutes.  
  • Act as producer.
  • Have already produced an animated series or show.
  • Be able to demonstrate the international potential of the project and have an interest in international coproduction.
  • Be able to clearly indicate the expectations and objectives of participating in this initiative.
  • Be available to attend the event (September 14 to 17, 2026, inclusive) in Toulouse.
  • Advantage:  Have a letter of interest from a television station or a platform.

ELIGIBILITY CRITERIA

Canadian participants (outside Quebec):

  • Be a Canadian-controlled company, as defined in sections 26 to 28 of the Investment Canada Act.
  • Be represented at the initiative by a producer who is a Canadian citizen within the meaning of the Citizenship Act or a permanent resident of Canada within the meaning of the Immigration and Refugee Protection Act.
  • Have their head office in Canada and operate in Canada.
  • Operate as an audiovisual production company.

Participants from Quebec:

  • The company’s head office must be located in Quebec.
  • Be a resident of Quebec (have had a Quebec tax residency for at least two years).
  • The applicant company must not be in default with regard to its obligations to SODEC.

APPLICATIONS

To apply, complete the form corresponding to your situation (Quebec or outside Quebec) before 5 p.m. (Montreal time) on April 2, 2026.

The selected applicants will be contacted in mid-April. Only selected producers will receive confirmation.


MATERIALS REQUIRED

If your application is selected, you will have to be able to register on the Cartoon Forum website no later than May 6, 2026 and submit the following (in English):

  • A synopsis of no more than 700 characters (including spaces)
  • A presentation file of no more than 25 pages including a summary of the team, the target audience, the project concept, the treatment, a description of the story, photos of the project, a description of the characters, a note of interest from producers, a description of the progress of the project, etc.
  • A letter of interest from a broadcaster or a platform, if applicable.
  • Three images of your project (1 vertical, 1 horizontal, 1 square)

Next, you will be required to provide the following (compulsory):

No later than July 3, 2026:

  • A visual including an image of the project, the English title and the name of the production company

No later than August 14, 2026:

  • A 30 to 45-second clip or trailer of your project
