Jordan Bélanger

Associate Director, Legal Services and Information Management

Jordan Bélanger has been Associate Director, Legal Services and Information Management, since March 2025. He provides strategic and timely legal advice across all levels of the organization and in various areas, including governance and compliance. His career has always combined legal affairs and audiovisual production, with positions as associate producer and production manager.

He received his Juris Doctor degree from Osgoode Law School in Toronto, a Bachelor of Laws from Université de Montréal, and a Bachelor of Arts in business administration from Concordia University, with a minor in film studies.

Julie Blondin

National Director, Business Affairs and Coproduction

As National Director, Business Affairs and Coproduction, Julie Blondin has been the driving force behind numerous transformations in the way the organization functions since 2018. Under her leadership, service times have improved significantly, and business processes and policies have been streamlined to better meet industry needs. 

She holds a deep respect and admiration for producers and creators, who are at the very core of our mission and whom she has been supporting in their funding strategies for nearly 25 years. Collaboration on both a small and large scale, along with transparency, are fundamental to her values and to how she administers funding programs and audiovisual treaties with her team of dedicated professionals located in all Telefilm offices. Julie Blondin has a law degree from Université de Montréal as well as a bachelor’s degree in science from Université de Montréal and the University of New Hampshire.

Anita Damiani

National Director, Feature Film – French Market

Since graduating from Concordia University with a degree in communications (specialization in film), Anita Damiani has held various positions at Telefilm, including Specialist in Distribution and Marketing, as well as Regional Director for Funding of Feature-Film Projects for Quebec’s French-Language Market.

Furthermore, she oversaw many key files such as Theatrical Exhibition on a national level, Marketing for the French market, and the COVID-19 Emergency Fund for cinemas, and increased collaboration with official language minority communities. She also headed up the Theatrical Documentary Program (French market) for several years.

Her expertise, leadership, and extensive knowledge of Canadian film allow her to continue her collaboration with members of the industry with the goal of enhancing the profile and visibility of Canadian feature films. 

In June 2025, she was appointed National Director, Feature Film – French Market.

Melanie Hartley

Director, National and International Promotion Programs

Melanie Hartley has held several positions at Telefilm Canada since joining the organization in 2002, including Deputy Director of the Feature Film Unit, Regional Director of English-Language Production in Quebec, Regional Director of Business Development in Quebec, Project Manager for Quebec’s National Promotion, Advisor, Business Development and Partnerships in the International Promotion Department, and Deputy Director of the Short-Term Compensation Fund (STCF). She has served as Director, National and International Promotion Programs, since May 2023. Before joining Telefilm, she worked in distribution for over seven years, contributing to the development of marketing strategies, press relations, communications, and international and television sales.

Peggy Lainis

Executive Director, Feature Films

Peggy Lainis is the Executive Director, Feature Films, at Telefilm Canada. After joining the organization in 2007 as Business Affairs Analyst, Peggy has held increasingly important positions, particularly those of Regional Feature Film Executive and Deputy Director for the English and French markets. Peggy’s career spans more than 20 years in cultural management, with particular expertise in program strategy and industry development. Prior to working at Telefilm, she held several business affairs positions in distribution and film and television production, as well as in the private sector.

Stoian Moise, CPA

Director, Finance

Stoian Moise holds the position of Director of Finance at Telefilm Canada. He has more than twenty years experience in the field of finance, administration and accounting. He has worked in public and private sector and has focused on analysis and strategy.

He excels in creating strategic budgetary plans, forecasting as well as identifying and mitigating financial risks.

Stoian Moise has a Bachelor of Administration and a Graduate Certificate in Accounting from McGill University.

Karen Moore

Director, Talent and Culture

Karen Moore brings more than 15 years’ experience in human resources to the table. She joined Telefilm in 2022 and has held the position of Director, Talent and Culture, since 2024. Her role includes human resources strategies such as skills development, day-to-day administrative management, and payroll administration. Throughout her career in human resources, she has valued the opportunity to have a real impact on the organizational culture and on those who carry out Telefilm’s mission every day.

A Chartered Professional in Human Resources (CPHR) since 2015, she also holds a Bachelor of Arts (BA) in psychology from Concordia University. Mindful that human resources are constantly evolving, she continued her education by earning a Specialized Graduate Diploma in human resources management at HEC in 2025.

Mathieu Perreault

Director, Strategic Development and Business Intelligence

Mathieu Perreault has held the position of Director, Strategic Development and Business Intelligence, since June 2024. Prior to this, he had served as Specialist, Economic Analysis and Program Performance, since 2019.

Before joining the Telefilm team, Mathieu worked as an economist at the Société de développement des entreprises culturelles (SODEC) from 2013 to 2019. He also spent several years in the research and education sectors.

He has a bachelor’s degree and a master’s degree in economics from Université de Montréal.

Ken Proulx

Director, Partnerships and Export Initiatives

Ken Proulx is currently Director, Partnerships and Export Initiatives, at Telefilm Canada. He oversees a team that specializes in events and international relations. He manages initiatives, partnerships, and events worldwide that aim to promote the Canadian audiovisual industry.

After completing his studies, he spent several years working in the film and television industry, both in front of and behind the camera. Ken’s unique experience in film and international event management brought him to Telefilm, where he remains involved in the industry he loves. Ken Proulx is a graduate of the University of Ottawa.
