Telefilm signs historic agreements with Official Language Minority Communities

30 July 2025

Telefilm is proud to announce the historic signing of two agreements with Official Language Minority Communities (OLMCs) in Canada.

These agreements represent a major milestone and reflect our commitment to amplifying the voices of OLMC creators and strengthen OLMC production companies. They align directly with our 2024–2027 Strategic Plan, and our Official Languages Action Plan.

Telefilm’s objective is to support OLMC projects from across Canada at every stage of a project’s life cycle, playing a key role in their growth and success—from development through to distribution.

The agreements are built on these pillars:

  • strengthen OLMC creative communities;
  • increase in the share of funding for OLMC projects in development and production programs;
  • improving the development and visibility of OLMC creators;
  • supporting OLMC research and data sharing, and increasing OLMC diversity and representation within the Canadian audiovisual industry.

“It is with great enthusiasm that I celebrate this milestone. The signing of these agreements comes at the right time and is the result of several years of collaborative work. They represent real progress for the audiovisual sector and will provide concrete tools to better support OLMC talent and projects. I sincerely thank our partner organizations who contributed with conviction to reaching this historic moment.”

— Julie Roy, Executive Director & CEO, Telefilm Canada

“This agreement paves the way for a major transformation in film production in Canada. Built on a foundation of sustained and constructive dialogue between the APFC and Telefilm Canada, this partnership reflects a shared commitment to strengthening the representation of Franco-Canadian voices within the industry by guaranteeing access to funding for our producers and creators. We commend the dedication of Julie Roy and the entire leadership team at Telefilm Canada, whose collaboration made this progress possible. Together, we are working to build a more inclusive media landscape — one that truly reflects the diversity of Canada.”

— Carol Ann Pilon, Executive Director of the Alliance des producteurs francophones du Canada (APFC)

“This collaboration marks a key step toward supporting the vitality of Quebec’s English-language creators. Together with Telefilm Canada, the Quebec English-language Production Council (QEPC), English-language Arts Network (ELAN), and the Alliance des Producteurs Francophones du Canada (APFC) are committed to ensuring official language minority communities have the resources and recognition they need.”

— Michael Solomon, QEPC.

“ELAN is proud to collaborate with Telefilm to advance the interests of minority language artists and creators in Quebec and across Canada. This historic agreement marks a collective commitment to championing OLMC voices and stories.”

— Miranda Castravelli, Executive Director, ELAN
